Under the auspices of the Chinese Yachting Association and
Executive Office of Organizing Committee for the Shenzhen 26th Summer Universiade,
Shenzhen Vanke Longcheer Yacht Club and the Royal Hong Kong Yacht Club
are pleased to invite local and international sailors to participate in the

CHINA CUP 2008

to be held on 24th-27th October 2008
in the waters of Mainland China and the Hong Kong Special Administrative Region

1. Organising Authority
The China Cup 2008 is organised by Shenzhen Administration of Sports and China Cup International Regatta Management Co. Ltd., with support from the Shenzhen Vanke Longcheer Yacht Club (LYC) and the Royal Hong Kong Yacht Club (RHKYC), under the auspices of the Chinese Yachting Association (CYA) and Executive Office of Organizing Committee for the Shenzhen 26th Summer Universiade.

2. Event Dates
The China Cup 2008 regatta will comprise four days of racing to, and in, the waters of Daya Bay, China from 24th to 27th October 2008, with Shenzhen Vanke Longcheer Yacht Club being the hosting venue for boats and social events.

3. Rules
The China Cup 2008 event will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2005 – 2008 including, and as appropriate:
- The ISAF Offshore Special Regulations for a Category 5 event;
- The IRC Rules, Parts 1, 2 & 3 (IRC-C);
- The RYA & RORC Sportsboat Rule (SBR);
- The Cruiser Owners’ Association (COA) HKPN system;
- The Class Rules of boats entered in a One Design Class;
- This Notice of Race; and
- The China Cup 2008 Sailing Instructions.
Succeeding items in the above list will take precedence. This Notice of Race is published in both Chinese and English but, if there is a conflict between languages, the English text will take precedence. No national authority prescriptions will apply.

4. International Jury
An International Jury may be constituted in accordance with RRS Appendix N. If so constituted, the Jury’s decisions will be final.

5. Advertising
For boats competing under a rating/handicap system, the China Cup 2008 is designated as a Category C event under ISAF Regulation 20 – Advertising Code.

Boats intending to display their own Cat C advertising on hulls, spars and/or sails shall submit a copy of their national authority advertising license, where applicable, with their entry. A boat’s own advertising shall not conflict with the rules of The Advertisement Law of PRC and that of the event Sponsor and the Organising Authority reserves the right to deny entry to any boat that does not agree to NOT display such conflicting advertising during the event.

Boats shall display the event Sponsor’s advertising on the forward area of their bows if so required by the race committee under Regulation 20.

6. Eligibility
The China Cup is open to entries from local and international sailors (and crew) who may be representing a country/a city/a club (or simply an individual boat owner).
Eligible boats shall be seaworthy. Monohull boats of not less than 8.5m length overall (LOA) excluding bowsprit and/or bumpkin. The length requirement may be varied at the sole discretion of the race committee.

Racing will be provided for entries from One Design Classes, (e.g. Beneteau First 40.7, Flying Tiger, Impala and/or other established classes), Divisions raced under IRC (e.g. Racing, Premier Cruising), SBR ratings or COA HKPN Handicap numbers provided that all boats are capable of meeting the requirements of ISAF Offshore Regulations for Category 5 races. Subject to the number of entries, the divisions may be altered at the discretion of the race committee.

In addition to meeting the Category 5 safety equipment requirements, all boats shall carry a VHF transceiver capable of transmitting and receiving on Channels 72 and 77 (in addition to Ch 16).

For non-Chinese boat crews to be permitted to land at Shenzhen Vanke Longcheer Yacht Club, a valid Mainland China entry visa is required by each person.

7. Entry
Eligible boats may enter the event by completing registration with the Royal Hong Kong Yacht Club (RHKYC) on the attached Entry Form, including the payment of all entry fees, before 1800 hours on Monday 13th October 2008.

Late entries may be accepted up until 1800 hours on Friday 17th October 2008 at the entire discretion of the race committee and subject to payment of the specified late-entry fee.

Each boat entry shall be accompanied by a copy of the valid IRC/SBR rating certificate or COA HKPN number under which the entry wishes to race, it being the onus on the entrant to provide such information.

8. Fees
The required fees for the China Cup 2008 are as follows:

Late Entry Fee HK 1,600.00

The cost of Immigration, boat clearance in (and out of) China, mooring fees and crew tickets for all parties will be met by the Organising Authority.

9. Provisional Schedule
The scheduled programme for the China Cup 2008 is based on the following, with 6 races planned to be sailed over 4 days:

Thurs. 23rd Oct. 08 Immigration clearance at RHKYC 1600 to 1900 hours
  Skipper’s briefing at RHKYC 1830 hours
  Hong Kong Welcome party at RHKYC 1900 to 2100 hours
Fri. 24th Oct. 08 Simpson Marine Passage Race 1 – Hong Kong to LYC in Shenzhen Starting 1000 hours
  Immigration at LYC From 1400 hours
  Welcoming Party & Prize giving at LYC 1700 to 2000 hours
  Skipper’s briefing at LYC 1830 hours
Sat. 25th Oct. 08 Opening Ceremony at LYC 0930 hours
  Races 2 and 3 – Windward/Leeward Starting 1200 hours
  Après-race Party & Prize giving at the LYC 1900 to 2300 hours
Sun. 26th Oct. 08 Race 4 – Windward/Leeward Starting 1100 hours
  Race 5 – Islands Race Starting ASAP after Race 4
  Barbeque Party & Prize giving at LYC 1800 to 2100 hours
  *Immigration clearance at LYC From 1400 hours
  (* For those boats and crew wishing to return to Hong Kong on Sunday evening)
Mon. 27th Oct. 08 Race 6 – Windward/Leeward Starting 1100 hours
  China Cup Prize giving at LYC including a Party and Dinner 1800 to 2100 hours
  *Immigration clearance at LYC From 1400 hours
  (* For those boats and crew wishing to return to Hong Kong on Monday evening)
Tues. 28th Oct. 08 Immigration clearance at LYC From 0900 hours

Any changes to the above schedule will be notified to entrants in the Sailing Instructions or in duly posted Notices to Competitors.

10. Sailing Instructions
The Sailing Instructions will be available prior to the regatta.

11. Courses
The courses to be sailed will be selected from a list of appropriate courses to be detailed in the Sailing Instructions.

12. Penalty System
Rules 44.3 and 44.4 (Scoring Penalty) will not apply for infringements of the RRS Rules of Part 2 in any race. Rules 31 (Touching a Mark) and 44.1 (Two Turns Penalty) will apply.

13. Scoring
The scoring system for the regatta races will be the Low Point System of RRS Appendix A.

If all 6 races are completed, a boat’s series score will be the total of her race scores excluding her worst score. If 5 or less races are completed, a boat’s series score will be the total of her race scores (i.e. there will be no discarded score). A minimum of 3 races are required to be completed to constitute a series warranting overall prizes.

14. Prizes
The China Cup 2008 will be awarded to the winner of the Beneteau 40.7 class.

The Beneteau Cup will be awarded to the first placed Beneteau boat in the IRC division.

Simpson Marine Prizes will be awarded to the winner of each division (and/or any Classes in a division) of Race 1.

Other China Cup 2008 prizes will be awarded for boats in the first three positions in the overall series scores for each division (and/or any Classes in a division). Day prizes will be presented to the first placed boats (only) in each division/class at the Nightly Prizegiving, with the major and overall prizes being presented at the Monday night Prizegiving.

Other prizes may be awarded at the discretion of the race committee.

15. Disclaimer of Liability
Competitors participate in the China Cup event entirely at their own risk (See Rule 4 – Decision to Race). The Sponsors, the organizing authority, officials and staff/assistants will accept no liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.

16. Insurance
Each participating boat shall be insured with valid third party liability insurance with a minimum cover of HK1,000,000, as required by local or Hong Kong law.

17. Further Information
- Competitor Accommodation Various Hotels are available in close proximity to LYC with hotel/club transport available to ferry regatta participants to and from the marina. The Organisers will negotiate very reasonable room rates and publish relevant details on the website.

- Spectator Boats Subject to prior reservation, the Organisers may organize the availability of spectator boats for visitors and supporters.
